How is Susanoo unlocked?

How does one unlock Susanoo?

When they unlock Tsukuyomi and Amaterasu. Susano'o is the third and final power. I think it's achieved when one is in danger, like Sasuke just about unlocked his when A liger bombed him.

It's unlocked along with Amaterasu and Tsukuyomi when you unlock MS.Itachi states this.
