How Is Sasuke Suppose To Fight Naruto On Equal Terms?

Sasuke has decided that he wants to become the Hokage, which he knows that Naruto wants that position for himself. Now my question is how will Sasuke present Naruto a challenge? I know Sasuke is a powerful ninja, but he's at most a tier level below Naruto in terms of power. I hope Kishimoto doesn't make Sasuke an unworthy opponent for Naruto that would ruin the series, especially since Kishimoto has been screwing up a lot as of late.
