This scan kinda proves otherwise. Then they said they made Madara better than he was in his golden year's.
That conversation is far too ambiguous to understand it's actual meaning. What we do know is that Madara already got Hashirama's power and the Rinnegan in his second life and that he knew he had the face on his chest before being revived through Impure World Resurrection. To Kabuto who knows nothing of Madara having a second life (unless Obito told him about it), obviously "golden ages" would refer to having only the Eternal Mangekyou Sharingan. Kabuto simply added the powers he attained later in life to his younger body, which is confirmed by Madara when he says "Don't misunderstand. This power wasn't created by you...".
