To put it bluntly she is a great kage(not really strength compared to most kage who best her) but rather her political decisions and her overall revamp on the Mist to make it a better place it was said Mei improved alot of things in the village. The Mist is without a doubt the weakest main nation even Ao is gone now it's Mei & Chojuro yikes, i mean no other real shinobi of note other than like Suigetsu who's not loyal to them
