2. How do you know it takes a whole year in Narutoverse to retake Academy Exams. It's possible Naruto could retake it anytime he wants, or after few weeks- 2 months period.

It's possible. It all depends on the person. You basically graduate when you are ready. It's hard to imagine but it's in the script so to speak.
