It's just mind bugling to see a low tier character to defeat someone who has higher stats and skills regardless if opponent has hax or not.

I think it makes the most sense when the series doesn't place a lot of emphasis on speed, or the low-tier is drastically faster. This is entirely because speed is akin to hax in most series, and lessening its influence or ridding of it allows the weaker character to actually outmaneuver the stronger one. Boruto vs Momo(who would absolutely blitz Boruto if the manga obeyed Naruto's rules), SM Naruto vs the 3rd Raikage, or Black Clover fights in general(especially the weaker black bulls).
