I believe it has been stated before in the manga that he is dumb but smart in battle. He learns from experience and not from natural intelligences. Since he uses shadow clones constantly he has thousands more experiences in battle than everyone else so he has learned a great deal of battle prowess. That is why he appears smart now but not before. He is still pretty stupid outside of combat.
