Since people's acknowledgment is the first aspect of someone becoming a Hokage, Sasuke could never become one before Naruto by that logic. Although, there's this famous prediction that he could become one if Naruto somehow decided to become a wandering Sage like Jiraiya and tries to preach his peace all over the world.

I think that panel was there to remind us Naruto's dream after all that has happened. I think Kishi was reassuring that Naruto still hopes to become Hokage and possibly foreshadowing that he'll actually become one.

No I dont think so. If anything, Sasuke becoming the Hokage would reaffirm the purpose of the entire series. If Hashirama had gotten his way and made Madara hokage none of this would have happened. We learned, sort of, from Sasuke's questions to Hashirama "What is a shinobi?" and "What is a village?" but we really dont understand "What is the Hokage?" IMO I think that becoming hokage was Naruto's childhood dream that he never gave up on chasing to push himself farther and farther, but as he has grown he has become MORE than a hokage. He is the one that will bring peace to the world and has brought all the nations together. Once that is over, Sasuke should be the leader of the village hidden in the leaves because he understands sacrifice and wouldn't want to see any more people suffer because of a flawed system. Therefore it's only logical for him to want to change the system and oversee it himself so there doesn't have to be a new "danzo". I've got more reasons but I think I'll save em and make a thread one day on it. I think I could make a pretty good case and it might help that Im not a Sasuke fanboy at all. A year ago I was hating on him left and right and couldn't stand his crybaby character development....but people change, Sasuke and me. Lol that sounds so gay but I promise its not! Altho he is pretty hot lol jk

But he would be the "Otokage", not the Hokage.

at first i was like hell yea of course. but after obito meant try hard. bc it showed that rin said it was ok that he couldnt keep his promise. that he tried.
naruto will have to make a tough choice between keeping his promise and word, or letting sasuke learn and have his wish so the cycle can be broken. tobi told naruto that not every wish can come true.
