well the strongest tailed beast has to be around the strongest shinobi's (him and his brother) to keep it in check/just in case/you never know what happens/bad in the wrong hands/strategy, a raging full Kurama is no joke.

i suspect that keeping Kurama for the leaf was Tobirama's decision/idea, it seems like one of his calculative/strategical moves.
