Minato does have level 2 fTG, he could throw a kunai into the air and teleport to that, it doesn't have to be stationary to teleport to it. I assume that both of them are good at seals, an I would have to say that Minato has at least two elements and the toad summons. Hashirama is bad ass though and his Mokuton is ever consuming. I would have to go with Minato though for the shear fact that the next generation surpasses the previous, plus Hashirama was well known, so information on him would be easier to get.
