That said he was only the leader because Akatsuki was a peace-keeping group, he was a good leader and a good talker. Nagato was recessive and quiet.

Base Jonin. The leader is not always the strongest, sometimes the leader is just the person most cabale of leading, like shikimaru, imo he can be a good hokage, but he will not be the strongest person in the clan or village...

Also. My personal Opinion of Suiton is that just because you can do it on a lake doesnt make you a great suiton user, I think fire style is much harder, and suiton with no water around is also much harder (like darui and tobirama, using high level water move with little diff), also if he was Kakashi level he wouldnt have died the way he did he would have found a way around it, becuase 1. Danzo is trouble and Hanzo is trouble, you killing yourself does not it anyway save your people, when you die they will just have a field day on the area. IMO.
