How Gai can do summoning jutsu??

As we all know that Gai anad Lee are the ninjas who can't use ninjutsu.. So how Gai is able to summon a turtle?? And why can'tt Lee san summon anything??

Gai couldnt use ninjustu as a child, he can as an adult. He broke Kabuto's genjustu also. Lee will probably use ninjustu when he is older.

No you got it twisted Lee and Gai CAN use ninjutsu but they suck at it miserably so even gai as a Jonin can barely use summoning jutsu and Genjutsu: Release! lee still flops.

I always thought i had remembered someone saying Guy could use ninjutsu but didn't so that he could help Lee get his goal but now i know that isn't true so I'd go with the fact that he finally got that ninjutsu right. And does breaking genjutsu involve ninjutsu? I thought it was just chakra. But yeah, i think when Kishi says "no ninjutus" he means like no fire balls or mud walls. Stuff like that. It is something that could've been more clearly addressed though

They both lack talent for ninjutsu.
As a kid Gai couldnt use ninjutsu, but as he grew older, he managed some jutsus, like summoning jutsu and genjutsu release jutsus (not sure if the latter is a ninjutsu, but that aside). They can also utilise their chakra, because they can walk on water.

When Lee grows older, he might be able to use a few ninjutsu as well, just like Gai.
