Sasuke's speed has long been underacted and overrated on this base. If we could just calm down and make some analysis, we might get a hint of how fast he really is; here are some scans where Sasuke has shown speed feats:
First, Yamato, an Anbu directly under the hokage noted his speed, and at this time, Sasuke didn't use the sharingan.
Second was Deidara, an S-rank Akatsuki member:
He also matched Itachi who used MS, considered a prodigy even among the Uchiha, matched him in shuriken shoot out even while He himself was using a base three tomoe sharingan.
He deflected Bee's initial eight-tailed jinchuuriki speed, a feat that only the raikage has achieved:
The Raikage's reflexes (without any lightning shroud) are said to be on par with the fourth hokage's:
It was thought that the Sharingan couldn't keep up with his V1 lightning shroud, but for someone who could match Itachi's MS, and also considered to surpass Itachi, Nagato, and even Madara, we expect something different:
His three tomoe sharingan dodged the raikage's V1 Shunshin, this means that Sasuke's Shunshin(foot speed) with the base three tomoe sharingan is AT LEAST on par with V1 Raikage (if not higher), and Raikage with lightning V1 is >> Minato's Foot speed which is better that Tobirama's and so on.
Sasuke with MS will be fast and will have higher reflexes, and with the EMS, much more higher, Madara already commented on his Sharingan which gives him quick movements.
He also read Juubito's movements and attack at the direct point whereas the latter could blitz the First and second Hokage and attack Minato and place a jutsu on him before he could even teleport with Hiraishin.
So I would say Current Sasuke at full speed (though not shown yet) is behind Naruto's KCM but slightly behind Raikage Top speed, but with time and mastery of his 'just gained EMS' he will successfully surpass the Raikage and get on par with Naruto and Hiraishin.
