Jiraiya is on the same tier as EMS Sasuke, KCM Naruto and SM Kabuto. That makes high-Kage level, which isn't a surprise with the versatility and fire-power he has. He's stronger than all of the Akatsuki's members apart from Obito and Nagato.

No exactly sue who is he highest he could beat tho he is being overrated in this thread.

At the very lowest, he defeats the 5 kages, since he has a couple of AoE techs like the swamp thing, the genjutsu, and I think he also regarded his hair needels as a wide range attack as well. With some effort he could tackle an EMS Madara without kurama.

Maybe give im a tough fight but I dont see him wining Nagato. It was to much for Jiraiya when it was 3 Pain, then with 5 Pain they gave him a rape even with the Toads. Even if he knew their secret, if it is the 5 Pain vs Jiraiya, he can also loose.

Jiraiya knew about Pain because he fought with all of them before they were Pain and Yahiko and Nagato were their students. It was something he had everything to discover his secret, with Obito he doesnt and even if did there is nothing that Jiraiya can do to hit Obito.

Probably Mei IMO. After her, it would be War Arc Kakashi and Kisame. Afterwards, Tsunade.

I doubt he'd beat Pain since the only reason Nagato praised him for that at the time was because they were fighting in the Hidden Rain Village. I highly doubt Nagato would want to destroy his entire village.

Jiraiya is a utility shinobi more than just a raw power shinobi.

Sadly the top tier shinobi are all raw power dealers or overall have more effective utlity abilities.

Example:

Frog song puts Jiraiya very high on the list due to it's abilities.

However other shinobi can easily overpower him OR finish him before frog song can be prepped.

IMO Kakashi without Kamui and using SM with toads to break him free from sharingan genjutsu. And low level Akatsuki. Kisame, Itachi, Obito, Deidara, Nagato are out of the question. Some because of unique skills not necessarily because their overall ability

Below Orochimaru but strong enough to beat the likes of Kakazu, Minato, and even a jinchuriki who has no control over their biju.

War arc Kakashi is beating him. His kamui is too powerful at this point.
