This is a two part question:
1. How far do you think Luffy sent Cracker with his cannonball technique?
2. What do you think of tank man and the cannon ball technique?
A)1. Luffy said something like see you at the beginning of the new world. I have a little bit of a hard time believing luffy is capable of sending some one that far, but I think he was sent out of big moms territories easily. Far enough to be a non threat for the rest of the arc.
A)2. I believe tank man was more than a one time thing, I think "full power" was just being mostly comedic. It's probably possible with just air like a fuusen mode. I think he was just buying time and regaining energy by eating. I think the cannon ball technique and tank man tandem actually inflicted a good amount of damage to Cracker, before sending him away. Too me it looks as if the malleable haki created by luffy absorbed all of the blow and protected Luffy, then using his stomach, ( like he does with his fists in poundman mode) deflected the attack with the full force of crackers attack, plus the full strength of a Kong gun equivalent. On top of crashing through his haki tough biscuits. Aside from being sent waaay of panel, I think he was knocked the F out.
