There is the whole Harshirama noticing something at the VoTE and the Uchiha Tablet BZ altered being needed to summon the Shinigami(whom Kaguya resembles). So it's been planned for some time now.

Either Kishi already had planned Kaguya long ago, or BZ's recordings were meant to be something different.

Hes been recording in manga since part 1 naruto vs sasuke. Which means kishis been planning something to this affect for a really long time now
