How exactly is speed determined?

The 2 people that were called the fastest shinobi were the 2nd and 4th hokage. Who both possessed FTG. To get from point A to point B FTG makes the user fly off from 1 point to another. Here's the question Is it only because of FTG that they are fast? Since it's not a jutsu to easily master or has their natural reflexes and reaction time earned them their names? If without FTG and just being in a foot race are they fastest? It would seem Ay would win there.....

Juubi Jins or Naruto are only fast becuz of the Bijuu's but I guess you could say them as well.

Could be right about Ay winning in a foot race but minato on other hand has shown a speed feat without using FTG, when obito try to kill a baby naruto threw him up in air and minato came out of nowhere for the save idk if NB members count that but I do

Well of their respective times they were labeled the fastest shinobi's of their time. So I was curious..

No. Minato has the fastest footspeed in the manga. Tobirama is a little faster than the Third Raikage's shunshin from given feats.

Movement speed is classified as how fast a shinobi can move their body from one place to the other, whether this is by basic running, shunshin, space-time jutsu, etc.

Fighting speed is classified as how fast a shinobi is able to attack/fight, how they react during a fight, and how quickly and precisely they can attack the enemy. This trait is reserved for shinobi who are highly capable taijutsu users and can easily hold their own in a taijutsu fight.

So far, Minatos FTG is better than Tobiramas in every aspect and his teleports him slower than when Minato uses it. He and Ay are the fastest shinobi introduced in the series.

Travel Speed is determined by how fast someone gets from point A to point B.

Fighting speed is determined by how fast someone moves their limbs.

Jutsu speed is determined by how fast hand signs are weaved.

An example: Minato was quickly able to teleport right in front of Juubi jin maddy with a rasengan. But when he tried to move his arms to hit him, his fighting speed was too slow = Minato lost his left arm.

This is one of the reasons I dislike the databooks, the databooks work against any character with special abilities, because the stats they use are important but are only basics.
