How exactly does Muki Tensei work?

I would like to know the details of this technique. The way Kabuto described it makes it sound hella OP.

It's a sage art technique which basically allows him to manipulate non living material and use it at his own will. He can bend the shape, make it grow, make it smaller etc. He can then use it to attack his enemy

The Sage Art: Inorganic Reincarnation allows the user to control things that have no life functions by gifting them with some of their own life force, allowing the user to freely manipulate the substance according to their will. 0_0 He manipulated the cave at will after he entered Sage Mode. He prepared for nothing. It was as if he performed a technique on a whim.

But does this technique work only on rocks and solids and stuff? Can it work on water? Let's say he was in a battle with Gaara, could he use Muki tensei to shift control over the sand from Garra to himself?

No, Gaara controls the sand with his own chakra, even involuntarily. And Kabuto can't aquire contol on that chakra. So, in this case Muki Tensei is of low importance.
