How evil do you rate Danzo?

I am curious how evil do you consider Danzo? Do you consider Danzo more evil than Orochimaru, Madara, Sasori an example?

I rate Danzo very evil here why

1st When Pain was attacking the village Danzo killed the frog to delay Naruto arrival for the village to be more destroyed
2nd Danzo didn't care who died in the village when pain attacked and just cared to become hokage
3rd Danzo made his comrade kill each other, if no one dies then the both comrade dies
4th Danzo black mail the orphanage to get a kid as a Ninja
5th Danzo betrayed Kabuto and his mum
6th Danzo betrayed Nagato and Yahiko
7th Danzo was manipulating Mifune
8th Danzo made Itachi kill the Uchiha clan, although not sure if that was bad since a war was going to be started if nothing was done

Those are all the evil things Danzo done I can think of.

To neutralize the possibility of Pain getting their hands on Naruto.
2nd Danzo didn't care who died in the village when pain attacked and just cared to become hokage
Bad move, I agree. He should've sent Root to help the civilians evacuate.
3rd Danzo made his comrade kill each other, if no one dies then the both comrade dies
? Root training? They're ninjas. They live in a shit world. They better get used to it or they'll fail miserably.
4th Danzo black mail the orphanage to get a kid as a Ninja
And look at how useful that kid was to Konoha
5th Danzo betrayed Kabuto and his mum
To prevent the leaking of intel. They both knew too much. Again, shitty world. They both knew the costs.
6th Danzo betrayed Nagato and Yahiko
Can't betray someone who doesn't work with you.
7th Danzo was manipulating Mifune

That was Danzō's greatest move.
Those are all the evil things Danzo done I can think of.

Danzō isn't evil. Opportunistic? Sure. An *******? Sure. But evil? No. He protected Konoha, and in the end Konoha is what he cared about the most.

I wouldn't say evil, I would say corrupt. I think he really wanted what was best for the village, but in the end became obsessed with the idea of power. He should have left things to hiruzen and itachi. Things would have ended a lot better especially if shisui had of used KA on sasukes father
