How does the Sixth stack up

Now before I ask this question, I want to say that Kakashi is one of the most intelligent and resourceful shinobi. As a jounin he is undoubtedly among the most skilled.

But how does he rate among Kages without Sharingan? Personally I don't think he can beat any of the Hokages seeing how he has no counter that I can think of for a giant slug :|

Most would put him around low Kage lvl. So out of all the villages' Kages, present and past, who is the strongest that Kakashi can beat?

As I've said in other threads, Kakashi is the Lowkage

No chidori, no Sharingan, mostly A-rank jutsus, although he can probably still use Raikiri for things like defense or putting it into kunai.

Not enough to beat any known Kage

True he cant beat any of them by himself but he could his use cunningness, which are on par with Shikamaru, and can just use other shinobis especially sasuke since it was kakashi who after becoming the Kage dropped the criminal charges on sasuke and well then there is Naruto.
So now he essentially is like a genius king(weak? he still has 1000 copied jutsu??) who uses his pawns to achieve his goal and he has shikamaru to back him up.

Man kishi really shat on kakashi by introducing the other kage and even Darui the Kumo kakashi after he was hyped so much in p1 lol. Relied to much on sharingan kishi too
