The idea seems very odd to me.
While Madara uses the Juubi's chakra to cast his genjutsu upon the moon, does he not consider the possibility that at one point he will die?
How strong can an illusion be, exactly? It cannot alter reality. While the people will look hypnotised at the moon or something their bodies will still continue to function. They will die of sickness, starvation or old age.
Eventually, Madara will die, too, and then his plan would have gone to shi t.
