Luffy is made out rubber so I think him being able to heat up his arm is something to do with vulcanization.

Luffys gear second heats his body to high high heats and the vulcanised rubber of his body when using haki ignites.

I think he uses the heat of Gear 2 to ignite his arm, which is possible through vulcanizing his rubber arm. He then shields himself from being damaged with Armament Haki.

Same, I love his rubber powers.. I normally think rubber super powers are lame but Luffy makes it awesome.
