Assuming this is Post TS Magellan. Now considering Crocodile, Jinbe, Ivankov chose to flee from Magellan despite their superior numbers Pre TS, I'd say Magellan is close to if not Admiral level now, considering such a feat is unthinkable by anyone else but an admiral (AND THAT WAS Pre TS). DD also wanted Crocodile as his partner but Crocodile kept on belittling him. And DD is almost admiral level. That's how I see it. Not Sure how Fuijitora fares against Logia trio of admirals so I'm unsure about him.

burges-he alredy raped the whole crew and he seems to be close combat type so magallen-low dif
smoker-magallen wins mid diff -smoke has no effect on poison but poison.
sanji-sanji gets raped like burges he has only close combat moves and hasn't shown arament.
vergo-magallen wins high diff-don't think vergo can keep full arament body mode forever and he's also close combat so he loses.
chinja-as i said before any haracter without long rage attacks stands no chance.magaalen-low diff
doflamingo-magallen loses high diff-flamingo's arsenal is just too great.
akainu and kizru beats magallen low diff.

Kizaru wins.
Fujitora... probably wins. Could go either way imo, but he has the higher chance of winning, 7 times out of 10.
Mingo, don't know.
Maggie beats Chinjao.
Vergo disassembles, reassembles, then disassembles him again.
Sanji, loses.
Smoker, loses.
Burgess, loses.

Everybody who beats him varies from high-mid to high diff. Kinjite is his last resort to the admirals and vergo, who won't leave uninjured.
