I think Madara's technique Rinbo Hengoku is an advanced version of All mighty push(Shinra Tensei) at least that's what it looks like,and Nagato is on his own league Nagatos mastery of the rinnegan is better until Madara shows us more of his skills or something new.
Of course Madara is stronger.

Nagato's and Obito's Rinnegan were merely transplanted.

The scale of Rinnegan and techniques performed by Nagato pales in comparison to Madara's. Therefore, Madara's mastery and level of Rinnegan > what Nagato could ever achieve.
