Kage Bunshin is not a forbidden technique. Most Chuunin - Jounin level shinobi can use it.
The jutsu on the first hokage's scroll is the Tajuu Kage Bunshin, you require massive amounts of chakra to use this jutsu which is why its forbidden. Kiba used Kage Bunshin which isn't special.He probably learnt it from any of the Jounin ninja in Konoha

Everyone knows Kage Bunshin. They need to know it to graduate from the academy. That's like episode 1.

Oh wow, some retards think this. No, the bunshin they make to graduate the academy is a regular bunshin, not a kage bunshin. But I'm not going to sit here and explain this to you, its basic knowledge.
