The first part of your post wasn't bad, but if he could do that, he would have used it against the Uchiha brothers.
Thats not a good reason why he doesn't have it.
I can give you a whole list of what he didn't do in that fight. (If you literally want me to)
Just like how evidence showed Part 1 Gaara could always fly, but decides later on in part 1 that it was needed in a scenario. Same can apply here.
What I find absurd is the fact that you're bringing in 5-prong seal into the argument. That only works if the user can touch the jinchuriki's seal. This is something Kabuto will never manage to do.
Every strong character will end up meeting and encounter each of the character's jutsu. Thats why I said someone make a verses thread and I will show you plenty of ways of how Kabuto can touch Naruto

I wouldn't give feats that doesn't support it with proof. If the evidence doesn't apply then I won't state it as a feat. And here is evidence:
