If you mean threads, you can only close them by asking a moderator of the section(blue or pink names) you posted in or ask the global mods, who are able to close down any threads in the forums(green names) The other way you can close them is by becoming a premium member. To delete forums, you have to be the owner of it I suppose.. For example Versuvio is the owner of NarutoBase, so he is the only one capable of doing that.

To add on to what Nagato said if you purchase Premium membership you are also able to delete you own threads.
