How do you rank ninja?

How do you rank a ninja's skill level and determine whether you like them or not, there seems to be less logic involved, and more personal bias and fanism than anything really. So how do do you decide on who's a strong ninja?

so minor charaters like kin,gin sasori,konan, negato just get left to bias and fanism instead of being applying some sort of logic to their abilites and skill? pretty sure im going to vomit....
