I would place Kakashi in Top 15 for sure =D, Kamui is broken ability and very hax but so are abilities of characters stronger then him.

Top 15

He is more powerful than Sage Mode Naruto but not as powerful as some other elite Shinobi.

BTW, Kakashi with Kurama Cloak is top 5 IMO

I dont think Kakashi is more powerful than Sage Mode Naruto.
He even said to Naruto that he has already surpassed him. So i dont agree sir.

I think Top 15 is fair. Top 10 is a very tight fit and could be a very huge debate.

Not better than top 15 because there are too many other strong ninja's these days. Plus the fact that he can't use it too much or the eye will grow blind and it takes quite a long time for him to awaken it.
