You can't blame character growth on plot...
Every character progresses because of plot, It would be boring if Kakahi could still only use Chidori 3 times in a fight.
Kakashi's stamina has increased alot since the Pain fight, he was even the primary Hokage candidate before Danzo butted in.
Stamina is no longer such a major factor for Kakashi.

Top 25? Maybe even 20? The thing is, Kakashi rarely incorperates Kamui well into his fighting style, if at all. Plus, his stamia is an absolute joke.

MS is good, but his stamina can't sustain it. Without plot, he would have fainted ages ago during the fight against Tobi. Remember how he could barely use MS just twice against Pain? If it were not for plot, Kakashi would have gotten owned by Tobi rather quickly.

Those were all before Kurama replenished his chakra? Hmmm...he has improved. Either way, he stillls needs work with it. And he's still top 20 at best.

You guys need to remember that feats are really only good for an Arc or two, after just a couple of Arcs, most main characters have improved drastically.

IMO, other than Naruto and Sasuke, Kakashi has progressed the furthest in strength.
Stamina is no longer such a big factor for him, and he has perfected his version of Kamui to the point where he was confident in his ability to warp the Juubi itself.
He is easily top 15 if not top 10. And without a doubt top 5 with Kurama cloak.

His Kamui is simply too OP.

Easily naming 7 shinobi way above his level:

Rikodou Sennin, Hashirama, Madara, Naruto, DSM Kabuto, Nagato and Obito (with Six paths of pain).

I personally wouldn't put him any higher than top 25. Yes he is indeed very powerful, however there are simply too many ninja that he just wouldn't be able to beat.

He is one of the best jutsu's in Naruto. He is one of the few ninjas to have to potential to defeat every ninja there is.

Saying that, Kumai is almost to the point of being broke. Also, due to stamina issues, he is Top 20.

I can easily name 10 ninja who can own Kakashi and the reasons why they can. Effortless. Kakashi is top 15 at least. Kamui is broken, but he can't use it at Obito's level. Yes, his stamina has improved but not to the extent that many are arguing here. He's been replinished and boosted several times. Now, when Kakashi starts phasing through attacks like Obito, then I'll reconsider my stance.

1. Pain didn't kill Kakashi, he defeated him, yes, but Kakashi committed a suicide without which Naruto wouldn't even be able to defeat Deva.
2. Kakashi fought two paths at once, one of which was the strongest of Pain's paths.
3. Deva path alone almost solod 8-tailed Naruto after using almost all of Pain's chakra on defeating top Konoha shinobi like Kakashi and destroying the whole village.
4. Naruto wouldn't have been able to defeat Deva if not for Kakashi's discovery of a 5-second cooldown, see point 1.
5. Naruto lost against the 6 paths and if it wasn't for Hinata, he wouldn't have awakened Kurama and would simply be taken away for extraction.
