I don't know much but I think there was a time where the industrialization clashed with traditional japanese culture and I think that is a theme relevant to the whole world of shinobi being over with. Maybe that's not folklore though they kinda already did so much of that in the original series.

Boruto is modernizing things, they no longer produce just shinobi they also have regular schools, they use tech to create powerful weapons even for people without much skill.
Kawakii said the era of shinobi is over, so maybe there is some kind of change going on. I just think of the movie the last samurai where samurai faced off agaisnt guns and went from being heavily respected to outdated.
