Do you judge a character's power from the size of something they destroyed or the quality of what they destroyed? Do you look at techniques or sheer destructive power?
Both. Because someone that could, say, destroy a house made of tissue paper wouldn't be anywhere near as impressive as someone that could destroy a small container of solid steel.
Likewise for the technique vs destructive power. Because creative use of certain skills could be more dangerous.
If someone could blow up a continent with a big flashy DBZ style hit they would have massive destructive power. But if another person could teleport things and decided to teleport a massive chunk of solar matter right on top of the earth, they could effectively erradicate every living thing on it. So they didn't destroy it, but they brought about its destruction.
The devil is in the details.
Character A can destroy a galaxy while Character B can destroy time n space, who is stronger?
If both can effectively end everything that exists, then they would be at a tie. So who can do the job quicker? Can B do that all at once, or does it take time? Is A limited to just that one Galaxy, or can they keep going?
Character D can control the five senses (perception of reality) while Character E can bust a planet, who is stronger?
What limits, if any, does the sensory control have? Could they control E and have them destroy planets for them? If E is able to be controlled by D at will, then D is "stronger" even if his power is, in and of itself, not as destructive.
Character X can negate and erase anything while Character Y can destroy a solar system, who is stronger?

I just want to know what others think and how they think.
Again, what limitations does X have? Can he erase EVERYTHING at once? Or does he have to go bit by bit? Is there a size limitation? Can Y destroy him for instance?
All in all, there is no one answer. They have to be able to be judged along the same kind of scale to even compare... and a number of your examples are either incomplete, or such disparate powers that there's no easy way to match them up.
Naruto characters all share the same world, and can be matched up reasonably well. But even with that, there are stipulations that need to be put out there to make it workable. Some characters have advantages or disadvantages that could make them win/lose against someone that would normally go the other way.
