how do you define an evil villain ?

on a weekly basis I can see threads demanding evil villains in the naruto manga , which makes me wonder what a truely 'evil' villain would be like .

a version would be sb who stir things up with harming/injuring ppl as his/her ultimate end .

I could come up with more .

A villain who has no intention of striving for peace,one who wants to rule everything,enslave people,gain power by amoral means etc;.

A character who is powerful and enjoys seeing other people suffer and before he takes their lives makes them feel worthless.

A true evil villain is a person or something like it that´s insane in the membrane. And when he dies he actually doesn't.
