Arivedie explained it well! As for time to accept, it depends on the Village mod xd
There are some mods who choose cautiously their members while some take some more easily, I think! Now if a Mod doesn't appreciate you, he might reject your application I think

Nope! They do accept like others but I don't know much about the ease that they accept people.
