Maybe they were still new to CoO. Someone like Rayleigh had years of experience in CoO/CoA.
It's hardly related. CoO allows you to foresee your opponents' attacks, but you still need to dodge them and have reflexes to do that. Boa girls didn't, and they got stomped.

Then why are you suggesting that CoO didn't help the Boa sisters if that's the case?

As far as real world Physics is concerned, it is impossible for anything with mass to ever reach c (because among many other absurdities, it implies that the thing would end up with infinite total mass-energy, whatever that means). Even the fictional idea of transforming into light is problematic: in special relativity, any reference frame moving at c (light) will actually stop experiencing the duration of time. And as Algalon had already pointed out, the idea of light-speed information processing is also problematic since nervous systems are electro-chemical, in fact I don't think its possible for any biological system to information-process at c. Best not try making any real world sense out of it.

Kizaru takes much more time than the speed of light to charge his laser.

Silvers has used Haki to suppress the power of the Devil Fruit, nullifying Kizaru's intangibility, and allowing him to divert his attacks.

Well rayleigh could cope, he wasn't even in contention for fleet admiral ( aokiji vs akainu ) so I'd say its not so much light is underpowered as kizaru himself is. The devil fruit doesn't give full mastery, the user himself must have the capacity to exploit its power.
