Sorry for the noob question, but with characters getting constant power ups and some getting powers we never even knew they had but has all along, doesn't that make someone's suppose prime inconsistent?

Flashy intro aside, what exactly constitutes "Prime?"

Prime just means at their best. so a person at ther best is their prime.

Naruto is in his prime now but his ceiling can get higher thus elevating his prime.

kabuto for example in his prime> all other ninja, but now he has fallen hes just not number 1 anymore. in his prime he would be but now...nope

You never really know unless it's explicitly stated. It's mostly conjecture when anyone talks about a character's prime.

Prime constitutes the absolute best in form that the shinobi was in their lifetime. While we mostly talk about Hiruzen when we discuss "prime", some would say Hiruzen's older self would be the prime, due to having more experience and thus more ninjutsu in his possession than he did in his younger self. However, his younger self would still have his smoking-hot bo--uhh, his undeteriorated bones and muscle, and would have the best effectiveness with taijutsu.

So prime would necessarily mean the point in time where the shinobi would be at his/her absolute best effectiveness.

I think you are getting confused with prime and edo tensei. Prime is only for alive people since edo tensei gives unlimted chakra among other things-so anyone who is an edo is naturally stronger.

To me there are 2 main factors that judge a Ninja's "Prime":

1) Age, The human body reaches its peak around 30 and starts to deteriorate after 40. After the Age of 40 the human body loses 8% of its muscle mass every decade which is why people get thinner and flabbier as they get older. Most older athletes will tell you that in order to keep this from happening to them they have to take in alot of protein, excessive alot more than everyone else and take care of there bodies and even then they are just slowing the aging process rather than stopping it. But it was proven by Hiruzen that not only does the body deteriorate but so does the chakra reserves. So Most Ninja considered to be in there prime would be around ages 25-35.

2) Skillset, Over time a ninja gets more farmiliar with using a jutsu he may use alot and may even learn new jutsu's or techniques. And thus with age comes experiences and better chakra control. So with this added fact we can say that a Ninja in his prime is likely not going to be in his 20's but more likely in their 30's. And thus we can say that a ninja's prime is likely to be from age 30-35. Ofcourse if they died or stopped being a shinobi/training prior tot his age then there prime would be before this. Hanzo was a good example of this, he was in his prime when he beat the Sannin but after defeating Nagato and his group he went into hiding hoping to preserve his strenght. But in actuality him going in hiding caused him to become lazy and kept him from training and thus he became alot weaker than he used to be making it easier for him to lost to pain.

Your body is at its peak/max, prime in age could be considered in the 25-40 range.
