He lightweight could. Movie prologue is Sasuke finding the villain and found out they about to wage war against the shinobi world. So Sasuke put a temporary seal on the dimension path to prevent them from entering the shinobi world. Then head back to the village to warn them.

Movie starts 3 months later.

All out war. Sasuke and Naruto ain't nerfed at all. Using nothing but godly jutsu(s) to kill the villains.

And she is a sensor type too. Despite being low on chakra, she could've easily done a dimension shift too. We done seen many people use major jutsu while being low on chakra. That nerf shit is OP all the time!
