[Question] How do translators work?

So bleach and one piece are still not out on mangapanda yet because translators got arrested as I am to understand. However I ask you this, how do translators work? Because other big name manga are still being posted on the website such as akame ga kill and dragon ball super. So does each manga get it's own translator or what?

It's done by different scanlation groups then their work is uploaded by people of the online readers for streaming manga like: Mangapanda, ***********, Mangareader, Mangafox, etc. Usually crappily compressed dropping the quality and shitty watermarks added to it. Although Mangapanda and *********** do do their own stuff too. They usually do a lot more than 1 manga. The groups do whatever they are interested it.

Process:
>Get RAWS from raw provider
>Translator translates then
>Cleaner cleans the RAWS
>Cleans and translated script and I would assume RAWS for reference are given to the typesetter
>Translation and Quality checked
>Released

This. I'll also add the process of redrawing since there's japanese text covering the art-work at times. If it's a series with more detailed/complex art then it will obviously take longer to redraw it.

Why are the translators being arrested though? Shouldn't the owners of mangapanda be the ones? I mean they're the ones who are providing the job and source for the copyright infringement.

Sort of skipped my mind, but it's usually the cleaner that does that too. .-.
