How do the Ninja create jutsus?

How do you think they create Jutus? Sasuke created Kirin, how did he do it?

First they think up an Idea for an attack, and then they figure out how to manipulate their chakra to create the attack.
Minato realized a rapidly revovling ball of energy, based off the TBB, would be a powerful attack, so he figured out how to spin his chakra to create Rasengan.
Sasuke realized that controlling a bolt of lightning would be awesome, so he figured out that heat through fire style could create a cumulonimbus and he learned how to control the natural lightning chakra

Kakashi created chidori/raikiri. Honestly, I don't know. Rikudou taught them how to use and manipulate chakra, how to convert it into techniques based on all the elements. So, after learning this, humans were able to turn chakra into some elemental form.
So, the just followed that pattern. They learned how to use more or less chakra in a technique, thus resulting in a weaker technique. They learned how to manipulate the techniques even after it's on the last form, that he is in the elemental form. So, they could manipulate the form, the size, the range, the pattern of the technique, all of these using the chakra control and manipulation, converting chakra into elemental techniques and manipulating these techniques after they are formed.

I guess that's how they create jutsus.

Simply put it's chakra control. Something influences them to come up with a cool idea to mold their chakra too. Like I bet Kakashi's chidori was inspired by seeing Minato do rasengan.

Just like anything else, once you get good at something you can start creating.
