How do people manage to favor characters that have no development?

We like them because characters in the manga give them incredible hype and out mind races with ideas of potentially how strong they are or could become. Examples:
Tobirama: space time can be anything and his creating Edo Tensei give us wonder what other amazing techniques did he or could he create
Hashirama: His defeating madara makes him an amazing shinobi within itself, but with all that hype that Madara is giving him he now seems to be a God in the narutoverse.
Hiruzen: The potential to know every jutsu in Konah gives him incredible hype, but also we saw what he did as an old man against the 2 former hokages we ponder how powerful he was in his youth.
Minato: His intelligence and FTG make people believe he could be practically immortal in battle.
Ten Ten: Not enough screen time in the series and we all know that if they don't get any screen time but and introduction they must be excessively powerful.
