How do normal Shinobi rate against top tiers?

In a sense they seem to be useless. Even in numbers they have a hard time fighting Kage tier shinobi. Mostly relying on weapons rather than Jutsu


On a scale of 1-10 I would rank a normal Kage around a 7-8. Black ops around 5-6. God tier 9-10. But there seems to be and absent of 3-6? I would rate normal Shinobi 1-2. My example [video=youtube;1OXJ6yvI9uI]https://www.youtube.com/watch?v=1OXJ6yvI9uI[/video]

Honestly it depends on the kage and people facing them. Most kages are just bad matchups for a large number of unskilled individuals. The people who have the required strength to take down said individual is just M.I.A. If we're going by random order we will most likely be grabbing some fodders out of a cookie jar especially since Uchiha/Senju were killed off. So a kage is pretty much unstoppable by NVs standard unless we reach the bottom 1%

Depends really.

There are fodder with Youton and Ranton, so they could rate between 4-6. Same goes for revered clans of skills, specialities and adroitness like the Sarutobi, Aburame and Akimichi.
