You mean how to get a higher rep bar? Just get + rep from other People. If you mean how to be Genin, Chuunin etc. just Post. When you have 50 Post you'll get the Genin Rank. Hope I could help.

Yes once you attain the required amount of posts for each rank. For example: to reach Genin you need fifty posts.
