how do i use Sig pictures?

When, or how do get permission to upload pictures for my sig?

It says i don't have the permission to do it. Do i have to have a specific rank, or post count?

Go to user CP, go to edit signature, copy the URL of the image you want in your sig, press the button with the tree above the text box, paste the image URL, and you're done.

user cp > edit signiture > get the picture u want with is IMG

By default no one is allowed to upload images directly for signatures like you do for avatars.
Instead you can upload the image to NB album or any other image uploading website like imageshack, photobucket etc then copy the BBcode. Then go to edit signature and paste the bbcode there.
