Not sure about your first question but I guess I could answer the second one.

You must update your biographies regularly, adding the new jutsus/elements things learned. Once you do that, please make a post like this one: "Updated-need re-approval-" and a moderator will check the update as soon as possible. However do not start updating your bio for every single thing. Around once every 1-2 months should be enough.

If you mean a "Ninken" contract, I believe you have to be Kakashi or (though I'm not as sure about this part) talk to Akiza since I remember she was the contract holder.
