No you can't make a forum itself, that is the Admin's job who run the website. What you can do is create threads inside the forums. Which is what you did in this section.

Do you mean on NarutoBase? Well like the others have said, you can't.
If you want to make your own forum you could search on g00gl3 how to create a forum. There are a couple free forum services.
