That headband is called a village userbar. For that you need to join a village. And the "village" I mentioned is related to Roleplaying.

Genin- 50 posts
Chuunin-200 posts
S-Jounin - 550 posts
Jounin -1050 posts
S-Class - 2400 posts
Sannin- 3400 posts
Kage- 8000 posts
Sage- 10000 posts
Grim - 30000 posts.

Post count is also related to roleplaying. The ranks, "grim" etc are called battle ranks.
