Premium member or ask some mods .

ask a mod or admin to close or delete threads , but you can close them on your own if you are a premium member

Well you can't just ask any mod or admin. At the bottom of every forum there is something that says which mods moderate that forum. Ask one of them. If you pick a mod that doesn't moderate that section then they won't be able to delete it. You can also become a premium member as stated above. Here is a list of what mods moderate what sections:

Btw, Global mods and Admins moderate every section of the forum so I guess you can ask one of them.
