How did Tobi stay hidden?

I think everyone can agree that Tobi is very powerful. My question is how did someone with his skill stay under the radar as a shinobi? Through edo tensi, we have heard the fame of a lot of shinobi brought back. So why has no one ever heard of someone who uses Time Space jutsu like the 4th? This isn't a common thing, so anyone who has come into contact with him would remember something like that right? I think this lack of info could be another clue to figuring out who he is. Oh and this isn't a Tobi ID thread so please take those comments elsewhere.

Probably because he was in akatsuki and most of those ninjas weren't talked about until they came into the story, also he hardly ever used his powers, or at least it wasn't shown very much
