I think you need to give them those Chakra Rods, and then they get the Rinnegan eyes for show.
For Example: You give a Dead Person lots of Chakra Rods around their bodies, and their eyes change into Rinnegan, so you can see what they see and It'll help you a lot in battle. IDK, I could be wrong, but that's just my opinion.

I think you have to insert Chakra Rods inside their bodies.
That must mean if they get Exposed to Nagato's Chakra, they get a Pseudo Rinnegan.
Since their Dead, they can't really use it, so Nagato controls their bodies from afar.
